隣人は警察に通報し、警察が駆けつける。
しかし、親が「しつけの最中だった。もう子どもは落ち着いて寝ている」
と玄関に立ちはだかれば、警察は家の中には立ち入れません。


近所の人がいくら「普段から泣き声がひどく、お腹が空いたという幼い
声が聞こえます」と訴えても、警察は何も出来ません。


虐待の親はおおむね、社会的にもタチが悪い人たちが多く
下手をすると通報の隣人さえ、嫌がらせや脅しの恐怖に
さらされます。

なぜ、警察がこうも無力なのか、通報すら役に立たないのか、
児童虐待防止法に警察の立ち入り調査権が付与されていないからです。
そのため強い改正案を提示した自民党案は、民主党によって
つぶされました。
